Error message:
C:/Program Files/Apache Group/Apache2/cgi-bin/chfeedback.pl is not executable; ensure interpreted scripts have "#!" first line

Sounds like either the first line of the script(s) may not be pointing to Perl on your system correctly or the file or directory permissions for the script files may be incorrect.
