I do not believe that is a scheduling option.

1. You can pick multiple dates for an event to be scheduled to.
2. You could schedule a recurring event, convert them to regular, single events (using the Split Recurring Event plug-in from the Unofficial CalendarScript - Mods and Plugins site) then delete the ones you don't want.
3. Try to make your own plug-in which would allow bi-weekly as a scheduling option. I don't think that they'd be able to be saved as a 'recurring' event but instead just as multiple single events.
