I can not seem to get my debug.pl program to run.

what is the path for that program?

That would depend on where you installed it and how your web space is configured on the server. In some cases it would be something like .../public_html/cgi-bin/debug.pl but check your hosts FAQs or ask their support. None one here is going to be able to tell you.
