EmailNotify2 Only Sending Administrative Email

When events are added, EmailNotify2 is only sending emails to the administrator. But when events are changed or deleted, it is sending emails to everyone registered. I checked the global configuration and see that every user has the check box clicked for receiving emails for all added, edited and deleted events. Has anyone run into such a probelm?
