after following the instructions to install, the pl files do not function including the debug.pl

I have the proper path to perl (from my other scripts)

here is the log file

This is a bug in Apache2:
http://nagoya.apache.org/bugzilla/show_bug.cgi?id=19315

And does not appear, when you're using Apache 1.3
