I just installed a couple of plugins and they dont work.  When I click enable on the admin screen I get the confirmation that they have been enabled but then when I return to the plugin page they are disabled again.  Even the test plugin doesn't work

It sounds like it might be a file or directory permission problem.

I have the calendar installed on a Windows server with several working plug-ins, including Meta Calendar, DeleteOld and One Click Add Events.

I would like to install either EmailNotify or EmailNotify2, but I can't get them to stay enabled.  

My server administrator has checked the directories and files and insists that he has given 'Full Control' permissions on it and everything in it to 'Everyone'.

Can anyone give me a hint as to what I might be doing wrong?

I don't think you're doing anything wrong, it has to be something with file or directory permissions on the server.

You could try renaming or deleting (after making a backup of) the plugins.txt file located in the calendarscript/plugins directory and seeing if it gets recreated properly. If it does, you'll have to turn on all the plug-ins again.

    This advice is untested so use at your own risk!

OK - I finally got the EmailNotify2 and/or the EmailNotify plugin to stay enabled...but the managment page doesn't show up in the Administrative section.  Is this still a permissions issue?

Only if your server isn't allowing one of the plug-in files to be recreated or written to. If that file doesn't exist or does not get written to, the script won't know what plug-in files are available to be used.
