I am interested in this program, but as I read the installation instructions, I can't install and configure the program on my XP machine.  I must upload the program to a webhost before I can run it.  Is that correct?

CalendarScript is a CGI script written in Perl. As long as your computer has Perl installed and the ability to run CGI scripts (which usually requires web server software), there should be no other reason it can't run locally on a Windows XP platform.
