When a user attempts to enter an event, a popup window appears telling them that their account has expired. According to the admin webpage and users.cfg, the account has not expired and they match. An example of the popup is: "Your account has expired on 2006//0/3/." Notice the formatting of the date. The account really expires on 2006/03/24. What would cause this?

Browser: Netscape/IE

What CalendarScript version are you using??? CalendarScript hasn't used ...cfg files since version 1 or 2 (the current version is 3.21).

If it is one of the earlier scripts I'm afraid they are no longer supported. I don't know if anyone that is still using an older version will drop by the forums to suggest a cause or a repair.
