I have printed an invoice and will submit to my company (municipal government) for purchase of a CalendarScript license.  If there is no registration code sent, how do I know at what point I am entitled to begin using CalendarScript on my site?

As soon as you are satisfied you have fulfilled the terms of the usage agreement. If you need written confirmation of receipt, try contacting Matt (CalendarScript's author) directly via email as I don't know if he supplies them normally.
